Islam encourages harmonious coexistence with non-Muslim citizens living under the supervision of an Islamic government. In an Islamic society, according to Islamic laws, there should be no discrimination between a Muslim and a non-Muslim in terms of the protection of basic rights. Non-Muslims cannot be coerced or forced to accept Islam, nor can there be any negligence in safeguarding their lives and property. From an Islamic perspective, a non-Muslim citizen will have all the rights that a Muslim citizen of an Islamic state enjoys. The objection that Islam does not protect the rights of non-Muslims is unfounded. The purpose of this research paper is to clarify the rights that non-Muslim citizens possess in an Islamic state. In Islamic terminology, those non-Muslim citizens who lived under the administration of an Islamic government are referred as "Dhimmis." The literal meaning of the word "Dhimma" is covenant, guarantee, and protection. These individuals are given the name "Dhimmi" because it signifies a covenant and guarantee from Allah, His Prophet Muhammad (PBUH), and the Muslim community that they will enjoy all their basic rights in an Islamic society. As "Dhimmis," they are considered under the protection and guarantee of the Islamic government.
